NCSA Final Report and National Action Plan

BELMOPAN - The National Capacity Self Assessment project officially present its final reports namely: the NCSA National Report and the NCSA Action Plan to its stakeholders today at the Best Western Biltmore Hotel in Belize City.

This presentation ceremony signals the close of the NCSA’s one-year project which has allowed Belize to thoroughly self-assess and strategically analyze its national capacity priorities. This was done in order that Belize meets its obligation under the three Rio Conventions: the United Nations Framework Convention on Climate Change, the United Nations Convention on Biodiversity and the United Nations Convention to Combat Desertification, Land Degradation and Droughts.

Some 100 participants attending the ceremonies were presented with the documents and other deliverables of this project as confirmation of the project’s success. The Report and Action Plan covers the results of the stock-taking and thematic assessments, as well as an assessment on the legal and cross cutting issues on these three Rio Conventions.

In his address, Ministry of Natural Resources, Local Government and the Environment Chief Executive Officer, Mr. Ismael Fabro stated, “At an early stage, Belize recognized that the need to protect our natural resources for future generations was a daunting task -one that requires the involvement of all Belizeans, in all walks of life.” He noted that the NCSA project recognized that people are at the center of Belize’s sustainable development and environmental management and took an integrated approach. On his review of the documents, CEO Fabro stated that at the close of the project, “the NCSA Action Plan, itself, calls for coherent sustainable development principles, policies and initiatives, which would improve the prospects for achieving our national sustainable goals, promoting our socio-economic development and poverty alleviation.”

“The NCSA Action Plan will become a platform for Belize’s sustainable development policy by incorporating its recommendations as part of government’s policymaking in coordination with its stakeholders …and as the basis for the establishment of a capacity building programme in order for our country to meet its commitments under the three Rio Conventions,” added CEO Fabro.

It is expected that these reports will map the way forward for Belize to build its capacity and eliminate the various constraints to further implement programs under these three Conventions, as well as complement other Multi-lateral Environmental Agreements (MEAS) signed by Belize.

“As a follow-up to these activities, my Ministry is proud to announce that Belize and Jamaica have been selected as the two Caribbean countries for a follow-up program at the completion of the National Capacity Self Assessment Project. This honour represents the commitment and high standards of work we place as a people and government towards achieving our sustainable goals,” announced CEO Fabro.

Belize launched the National Capacity Self Assessment (NCSA) in February 2005 with funding from the Global Environmental Facility (GEF), the United Nations Development Programme (UNDP) and the Ministry of Natural Resources, Local Government and the Environment.
